Supporting the London City Strategy Pathfinder Work Focused ESOL pilot

Introduction

On behalf of the Department for Work and Pensions (DWP) and the Boards of the City Strategy Partnerships (CSPs) in West London (www.westlondonworking.org.uk), and East & South East London, the LDA wishes to commission consultancy to undertake a challenge and support role to the partnerships delivering the London City Strategy Pathfinder Work Focused English for Speakers of Other Languages (ESOL) Pilot.

The Work Focused ESOL pilot will support 5000 participants with £9.69m of funding; contracts have been awarded to 11 lead contractors by the LSC, who is the accountable body for the pilot. Each lead contractor manages a delivery partnership of providers.

Procurement Objective

Consultancy support is required from July 09 to March 11. Consultants will be required to act in an advocacy role to challenge and support Work Focused ESOL Pilot Providers to deliver transformational activities and secure seamless support for, and with, their participants to develop employability skills and to sustain work.

The consultancy support must include the following activities:

  • A consistent named individual to be the primary contact for Providers, who will offer advice to troubleshoot problems. They will also provide a single point for CSP representatives to access information on the progress of the Work Focused ESOL pilot and to consult on any issues arising.
  • Delivery of regular on-site Surgeries to offer support to Providers.
  • Delivery of a series of events for lead contractors and members of their delivery partnerships to raise awareness of the different approaches being taken by each lead contractor and facilitate peer group issue resolution. These may be developed to target different operational groups, e.g. ESOL delivery staff or IAG staff etc.
  • Develop and maintain an online resource with Frequently Asked Questions, Frequent Issues and Solutions to support providers in their delivery.
  • Facilitate and provide the secretariat for quarterly Performance Meetings, and collate and analyse quarterly performance, monitoring and evaluative data provided by each of the 11 Lead Contractors.

Freedom of Information Act (FOI)

The LDA is subject to the provisions of the Freedom of Information (FoI) Act 2000 which requires information held by a public body to be provided to members of the public if requested.

In certain circumstances information is exempt from release under the Act, and this can sometimes include information of a commercially sensitive nature. If the tenderer considers that any information supplied by it is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity given.

If an FOI request is received by the LDA which relates to this information, consideration will be given to the issues raised by the tenderer in determining the Agency's legal obligations.
